Dear Mr. Flounders,
I have spoken to the legal department and checked back through the records and it appears you have chosen  NOT to make an Official Complaint  through the Council's Official Complaints Procedure. I understand you have been advised in the past that the complaints procedure would be your best option. 
This option is still open to you if you wish to make an official complaint and I will be happy to send you out further details if you wish to pursue this avenue. 
I briefly explained in my previous email how the different stages of this procedure would work.
I must reiterate that I have absolutely no authority to investigate allegations of a criminal nature and suggest once again that you take those to the police.

MY  answer to the above , POSTED Friday, 29 March 2013 

Dear Stuart Drummond, Mayor of Hartlepool, 
Thank you for your latest reply, received on Monday  25th March 2013, regarding  my Allegations  of Misconduct by Some of your Council Staff  in my Letter  of Friday 22nd March 2013 
It is my Clear  Understanding  from  your letters , that you claim that  “NONE” of my very  Serious  Complaints of Misconduct involving the Planning Officials Richard Trow,  & Mr Reece , Development Control Manager OR  any of my other Allegation of misconduct,  Concerning Alyson Carman, Solicitor &  Complaint Reviewer,  Hilary  Martin Solicitor, &  F.O.I. Officer, & Others , Were never brought  to YOUR  attention, ?

The Truthfulness of  your explanation I  fully accept , without any reservations,  I have no Reasons to doubt the Truth of your Statement, that at NO stage . since August 2008, (My Very First Complaint) were You informed by Your Legal or Planning Departments Employees,  of any of  my Serious Allegations of Misconduct by Hartlepool Council Officials ? 

What I Personally  Find very  difficult if Not  impossible to accept, is  the Accuracy   of your other comments you made,  after Checking through  the Records, You say,  it appears that I have chosen NOT  to  have made an “Official Complaint through the Council’s Official  Complaints Procedure ?
This Statement is Completely and Totally Utter Nonsense, ? Nothing  Could Be Further  From 
The Truth . 
I believe this  is  yet a  another Smoke-Screen, another  attempt to divert attention  away from the Truth  of my Allegations of  Staff Misconduct, ? An attempt to Cover up & kick into the Long Grass the Misconduct of  Members of the Council Staff.

 Hindsight is a Wonderful thing,  Fortunately, I had anticipated  such a  scenario  after I had previously encountered  the Standard reply in answer  to some  of my  embarrassing F.O.I.  Questions & Planning Complaints  to Hartlepool Borough Council, Letters have been LOST, MISPLACED or NEVER RECEIVED etc, etc,  so I deliberately kept  some Copies of  my Correspondence Consisting of Letters, E-Mails  “SENT”  and “RECEIVED” to Hartlepool Borough Council, to Disprove your Statements ?

I am sad to note Your  Failure to accept  my Invitation to Visit my Home & Inspect & Personally see , the Serious Structural Damage to Private Property, by  Cowboy Builders of  the  Unsound  Carbuncle  of the Offending Kitchen Extension, originally built  without Council  Planning Permission or the Property Owners Consent  & Leaving  an Unsafe  &  possible Life threatening situation behind,  of Fire and Explosion, when  they Deliberately BLOCKED -OFF  the Gas Ventilation Ducts  preventing the Escape of Toxic  Gas Fumes to the Outside atmosphere, and Depriving the Legal Owners of the  SAFE USE  of the Detached Outside Washing Facilities ?

I believe that  the Planning Officers on this particular Case, were totally wrong, 
In Spite of a Number of  Clear Contraventions  of all Building & Health & Safety Regulations, & Property Ownership Requirements, it was it was  “GIVEN”  Retrospective Building  Approval by  Richard Trow  Case Planning Officer & Mr Reece Development Control Manager, without any Involvement or Input from the  Planning Committee?- &  Despite Strong Protests from the Legal Owner of the Freehold Property Illegally Built On- Me,--  Unbelievable- -  But True ! 

Building regulations are Statutory Instruments, yet  they  were all Totally  Ignored? Fire Safety, Ignored  Ventilation, Ignored?  Drainage & Waste Disposal Ignored  etc. etc. etc,  Hartlepool  Planning Officers appear  to be Above the Law , they even Ignored the Guidance Notes Handed Down by High Court Judge  Sir Thayne Forbes  on RETROSPECTIVE Planning !

I wish to remind you that my very first letter of Complaint was  Submitted in Writing, and Posted on the  Hartlepool internet  Planning Site, in August 2008  after a meeting with Richard Trow  in Bryan Hanson House,?  To Inspect the Drawings prepared by Richard Trow  himself? for  the Proposed Kitchen Extension. ?  No Conflict of Interest There Then ?

It is also Important to Remember, I had, at a Face-To-Face  Meeting  with ALYSON CARMAN, SOLICITOR, held in the Municipal Offices In December 2008/  January 2009 to Fully Discuss my  Plann Complaintings & Freehold  Property  Ownership Concerns, I had Purchased  the Freehold Property from Hartlepool Borough Council, & felt  Hartlepool Borough Council  had a Duty of Care to any  Purchaser of Ex-Council Property, ALYSON CARMAN, SOLICITOR, Requested & Received in Person ,  an  “Official Copy” of the Entries in  the Registered Title CE74844 “Absolute” Timed & Dated On the 9th October 2008 timed at 10.55.27. Issued by Land Registry Durham, on 10th October 2008.  & a Copy of the  MORTGAGE  Redemption Certificate signed by the Senior Financial Officer of Hartlepool Borough Council, Proof that the Property was “MORTGAGE” free .  Freehold Completely Paid For,  !

 Under s 67 of the Land Registration Act 2002 this “Official Copy” is admissible  in evidence in a Court of Law  to the same extent as the “Original” first Filed & Registered with Land Registry Durham,  29th 3.1984 !

When you say Mr Drummond that  there is NO records of  my Complaints ? 
Are you Suggesting that the  Important Face-to-Face Meeting with 
ALYSON CARMAN a Senior Town Solicitor to discuss my Complaint  on Planning &  the Legal Ownership of the Freehold Land & Property, We had Purchased & Paid for,   from the “Seller” Hartlepool Borough Council, was “NOT” noted,  or Recorded, and NOT reported to the Chief Solicitor?  PETER DEVLIN, ?

IF you have been told Falsehoods,  that NO such Face-to-Face  meeting took place ?  It would  Simply highlight that a  Disgraceful and Unhealthy Situation exists in  Hartlepool Borough Council, & indicates  clearly to me  & may cause concerns among many  other interested  Tax Payers  of the town that  Paid Staff employed  in the Legal & Planning Departments,  Who knowing the very Serious Nature  of my Complaints & Allegations, were Grossly Incompetent & Negligent of their Duties & Responsibilities in Public Office,  by Concealing the Facts  from Yourself !

Conclusion  of Incompetence  of some of your Staff, is therefore inescapable  when  one Considers  this vital  Information , supplied by yourself, that you were Unaware of Serious allegations of Misconduct is it not  possible  that  some other very Important Planning  Decisions may have been made  by others in your Council,  without your  knowledge,? A very serious situation ?

Openness & Transparency, are  the foundation of accountability. virtues we are entitled to expect from our council, it's employees and councillors
Local people should be able to hold politicians and public bodies to account over how their council tax is being spent, and decisions made on their behalf.” 

I am  Disappointed to note Mr Drummond, that you also appear, once again,  NOT to have Bothered  to Inspect my Freedom of Information Requests, all Still  available , on the WhatDoTheyKnow Internet Site  when you  where Checking  Back  though  the Records,  I draw your Attention in  Particularly to  my Requests  to The F.O.I. Officer  Hilary Martin  for  COPIES  of the Fraudulent Documents  “A”B”C”or “D” in which the Retrospective Applicant H/2009/0568  had  Falsely  & Deceitfully  Submitted,  their Claims of   Part Ownership of the Registered Freehold Land & Property CE74844 “Absolute” were    COPIES WERE REFUSED TO ME --“REFUSED” WHY -WHY-WHY?

IS IT POSSIBLE THAT  PRODUCTION OF THESE OWNERSHIP DOCUMENTS , WOULD HAVE VERY  QUICKLY  EXPOSED THAT -THE RETROSPECTIVE APPLICATION 
H 2009/0568  NOW SEEKING  RETROSPECTIVE PLANNING  PERMISSION  CONTAINED FRAUDULENT DOCUMENTS  CLAIMING  OWNERSHIP OF FREEHOLD  LAND &  PROPERTY, ALREADY BUILT ON , WAS NOT IN FACT, IN  THEIR  REGISTERED OWNERSHIP?

It should also be remembered  & given very Serious Though , that these  fraudulent documents , falsely Claiming ownership of the Freehold  Property already  built on  had been INSPECTED & VALIDATED as CORRECT  ? By  the OFFICIALS of  the PLANNING DEPARTMENT,
